Whole-school change is where most schools stall.
It isn't a maths department decision. Timetabling, staffing and provision get rebuilt every year, and department level issues are compounded by problems sitting at a whole-school level. Together, these are the two biggest obstacles standing between a school and better Numeracy CAA outcomes.
The scale of the opportunity is real. Nationally, the numeracy pass rate rose from 46% to 57% in a single year between the May 2024 and May 2025 assessment rounds, and in lower-decile schools it nearly doubled, from 19.8% to 34%. Movement of that size in twelve months isn't explained by the cohort getting smarter. It's explained by what changed inside the school.
